Policy with Block All Internet Access does not work

Hi, i have create a new policy with only one device added that I do not want to have access to Internet. I Added the device and enabled Block All Internet Access. However the device has no problem accessing Internet. When troubleshooting I check Live Session and under Policy, correct policy is listed, however traffic is listed as Allowed. Not sure if I am doing anything wrong. Should be very simple implementation.
