Block all social media but enable specific social media apps for limited time per day

I have blocked all social media on my kids' devices, but I need to briefly enable Snapchat (say 30 minutes a day) because they do use it to communicate with their school friends, so I don't want to completely shut them out. How do I extend the same policy (or is it via a different policy?) to accomplish this?
